While waiting for the September 21, 2015 Huntington Park City council meeting to begin, I walked through the corridors of city hall, first and second floors, documenting the photos of elected officials — federal, state, and local — as well as the history of the city before the legacy of pandering to illegal aliens and ignoring the rule of law became the norm.
I had the opportunity to speak with HP Chief of Police Cosme Lozamo about the LiveScan process for the two illegal aliens appointed to two city commissions.
First, I informed him that the City Clerk led me to him, that he would have the information about the LiveScan process. Did they complete it? When? How?
The chief of police explained that the LiveScan reads off the fingerprints of the individuals, and determines whether the person has a criminal record. An illegal alien with a criminal record will get caught through the implementation of the screening. "The purpose of live-scanning is to determine someone's criminal record. We're not looking for immigration status.
Really? Julian Zatarain and Francisco Medina are criminals for being in the country illegally. I cannot believe that individual citizens have to repeatedly indicate this fact.
Throughout our discussion, the police officer never explained how the two illegals were able to have the scan completed without a Social Security number or any other documentation. I then pointed out that individual candidates for public office or public service have to provide something which proves their identity. What did the two illegals offer to the city clerk's office or the city records to prove who they were?

The police chief then passed the buck: "I am not going to speak to the requirements of these positions. He then affirmed that anyone can seek a city commission without providing Social Security numbers of other forms of ID.
Is this even true? "It is my understand that that is accruate", Lozamo answered.
Wow!
Then I brought the discussion back to what we had talked about at the last city council meeting: jurisdiction and enforcement. I told the police chief: "I took your advice. You said it was a federal issue, what was going on here [in Huntington Park]. I spoke to Congresswoman Roybal-Allard. I spoke to Congresswoman Roybal-Allard, and she said that it is a local issue.
The chief then acknowledged that the police are expected to cooperate with ICE and turn over illegal aliens in circumstances beyond the overt commission of visible, physical crime. At that point, the officer tried to leave. I then brought the discussion back to one point.
"You said to me that this immigration issue is a federal matter. I spoke to Congresswoman Roybal-Allard, and she told me it's a local matter. Could you resolve that for me?"
The chief admitted on camera: "No, I cannot."
Shock and disbelief: "The Congresswoman in this district is passing the buck and throwing it back at you."
Congresswoman Roybal-Allard is not only Missing in Action, but giving mixed messages on the appointment of two illegal aliens to city commissions in an American city. Just like the Huntington Park City Council members, Rep Roybal-Allard took an oath to uphold the United States Constitution, and yet after speaking with her for five minutes about this flagrant violation of state and federal law in her district, she pushed it aside and declared: "Not my problem. It's a local issue.
The ICE officials whom I have reported to explained that this is a federal issue, and the chief of police declared on camera that this problem is a federal issue. During his tenure representing Rancho Palos Verdes, Congressman Dana Rohrabacher flew directly to Catalina Island to stop the distribution of ID cards from the Mexican consulate to illegal aliens. He deliberately intervened with a foreign embassy to prevent them from enabling illegal immigration in his district.
Congresswoman Roybal-Allard has no excuse for doing nothing about the Huntington Park City Council's rogue appointments of two illegal aliens.
Contact Congresswoman Roybal-Allard, and demand that she oppose these appointments and lead enforcement of federal immigration laws in Huntington Park.
