To the Fairfax County, VA Board of Supervisors:

My name is Arthur Schaper, a proud American citizen who is deeply troubled by the causes and consequences of illegal immigration in our country.

As you know, Fairfax County is the most populous county in the Commonwealth of Virginia and is situated very close to the seat of our National Government, Washington DC. I have visited your fair county at least three times in my life, and Iam appalled to see the ruinous condition in which it has fallen. The roads are constantly jammed with heavy traffic. The city streets are run-down. Residents in your country have shared with me the exacting toll of illegal immigration on housing and quality of life issues.

But the worst part of what has happened to Fairfax County? Illegal aliens are invading the cities and suburbs, putting innocent lives at risk. One father shared with me that MS-13 gangs have invaded the local schools and killing Virginia youth.

The latest murder is beyond horrifying.

Matthew Brian Ortega was a real dreamer, an American dreamer, murdered by an 18-year old MS-13 thug. Our political class has referred to such monsters as "dreamers" and eligible for DACA and other government-funded subsidies. I call them "Nightmares", and Fairfax County, VA will be overrun with these nightmares if the county jail system stops working with ICE in allowing the federal immigration authorities to partner with and operate within the jails.

Sheriff Kincaid should be ashamed of herself for even suggesting that she would allow the 287(g) program to lapse. This dereliction of duty is unconstitutional and unconscionable. Like each of you, the Sheriff of Fairfax County took an oath to uphold and defend the United States Constitution.

She is duty bound to recognize the primacy of the federal government in enforcement of immigration laws (Article I, Section 8), and to assist the federal government in protect the several states from foreign invasion (Article IV, Section 4). Furthermore, the United States Constitution is the Supreme Law of the Land (Article VI, Section 2).

Each of you must maintain cooperation with federal immigration officials to protect Fairfax, Virginia citizens and the surrounding states as well as the country.

Reinstate the 287(g) program immediately.
